About Robert D. Sumner Judicial Center
Located at 38053 Live Oak Avenue, Dade City, the Robert D. Sumner Judicial Center was constructed between 1977 and 1979 to accommodate Pasco County’s expanding need for modern judicial facilities. Designed in a sleek modernist style by Reynolds, Smith & Hills, the two-story concrete-and-glass building features a bold projecting concrete arch and large windows that define its southern façade.
Named in honor of Judge Robert D. Sumner, the center houses both the Pasco County Circuit Court and County Court, serving as a key component of the Sixth Judicial Circuit. Built on landscaped grounds just northeast of the original 1910 courthouse, it stands as a testament to the county’s evolution and commitment to accessible justice.
In recent years, the center has seen continued investment in infrastructure and safety upgrades, from elevator modernization in 2021 to planned security enhancements such as sally-port expansion, renovated inmate holding areas, and improvements to accessibility and public amenities, backed by local funding initiatives.
Today, the Robert D. Sumner Judicial Center remains the heart of Pasco County’s judicial operations in East Pasco, combining modern design, functional court spaces, and ongoing enhancements to better serve the community.

Service Animals

Service Animals in Courthouses
The Sixth Judicial Circuit is committed to providing equal access to the courts. This includes clear rules for bringing animals into a courthouse or during court proceedings.
Service Animals Allowed
Service animals are limited to dogs and miniature horses that are trained to perform specific tasks related to a person’s disability. These animals are permitted in all court facilities, proceedings, and programs. If you plan to bring a service animal, advance notice is encouraged by submitting an ADA accommodation request.
Emotional Support Animals
Emotional support animals provide comfort but are not trained to perform tasks. They are not automatically permitted in court facilities. To bring an emotional support animal, you must submit a written request at least seven (7) days in advance. The request will be reviewed by a judge or the Chief Judge, and only with a signed order may the animal enter the courthouse.
