About Pinellas County Justice Center
Nestled at 14250 49th Street North, the Pinellas County Justice Center serves as Clearwater’s primary courthouse complex. Constructed in 1982–1983, this modernist facility features a three-story glass-and-concrete main structure. Designed to meet the growing regional demand, a significant expansion was completed in 1996, adding 22 Circuit and County courtrooms, with the renowned firm Hellmuth, Obata & Kassabaum (HOK) leading architectural efforts and Clark Construction Group serving as the contractor.
A more recent renovation in 2021 further enhanced the center, including a new 5,000 sq ft main entrance addition and secure lobby, as well as expanded Jury Assembly and Clerk’s Department spaces designed by Mason Blau and Associates, with Dewberry Associates supporting.
Today, this facility encompasses over 533,000 sq ft, including an annex housing Family Court and Judicial Administration, and continues to function as a key hub for services like jury coordination, court clerk operations, and criminal and civil proceedings.

The Sixth Judicial Circuit is committed to providing equal access to the courts. This includes clear rules for bringing animals into a courthouse or during court proceedings.
Service Animals Allowed
Service animals are limited to dogs and miniature horses that are trained to perform specific tasks related to a person’s disability. These animals are permitted in all court facilities, proceedings, and programs. If you plan to bring a service animal, advance notice is encouraged by submitting an ADA accommodation request.
Emotional Support Animals
Emotional support animals provide comfort but are not trained to perform tasks. They are not automatically permitted in court facilities. To bring an emotional support animal, you must submit a written request at least seven (7) days in advance. The request will be reviewed by a judge or the Chief Judge, and only with a signed order may the animal enter the courthouse.
