Dear Judge
Further reference is made to your inquiry of April 21, 1975.
It is the opinion of the Committee on Standards of Judicial Conduct without dissent, that a judicial officer may communicate with members of the Legislature on matters concerning the administration of justice, including the appropriation and disbursement of funds deemed necessary to operate and finance the court system See Canon 4B.
Further, we find no correlation between the voluntarily submitted character references bearing upon the character of an individual involved in a civil, criminal, or administrative proceeding, and a request to members of the Legislature for appropriate financing of the court system.
