IN THE CIRCUIT COURT, SIXTH JUDICIAL CIRCUIT
IN AND FOR PINELLAS COUNTY, FLORIDA
ADMINISTRATIVE ORDER NO. PI-CIR-00-29
By Order dated January 3, 1950, the Judges of the Sixth Judicial Circuit Court, pursuant to Chapter 25606, Laws of Florida (1949), first appointed members of The Florida Bar who were actively engaged in the practice of law, as “Pinellas County Law Library Trustees” and set out their powers and authority for the operation of the library; and
Subsequently, separate Boards of Trustees were created to administer the Clearwater, St. Petersburg and Criminal Justice Center Law Libraries; and
On or about May 9, 1996, Pinellas County requested the assistance of the Chief Judge to develop strategies which would serve to bring projected expenditures into line with anticipated revenues and to discuss budget requirements of the law library programs under the purview of the judiciary; and
Pursuant to Pinellas County Ordinance 97-31, enacted May 14, 1997, the Chief Judge has the authority to provide for the expenditure of funds budgeted by the BCC for the provision and maintenance of law libraries; and
The Chief Judge having previously determined that it would be more effective to establish one consolidated board of trustees and accordingly abolished the three separate Boards of Trustees and established the consolidated Pinellas County Law Library Board; and
In order to establish the representative members, as well as the duties of the Board; and
Pursuant to the authority granted by Pinellas County Ordinance 97-31, it is hereby
ORDERED:
1. The duties of the consolidated Board shall be to advise with regard to strategic planning, public service, capital acquisition, and fiscal responsibility of the St. Petersburg, Clearwater and Criminal Justice Center law libraries or any duties designated by the Chief Judge.
2. Representatives shall be appointed by the Chief Judge to serve as members of the Board of Trustees of the consolidated Pinellas County Law Library Board as follows:
a. One representative from the Pinellas Board of County Commissioners
b. One representative from the Judiciary
c. One representative from the Clearwater Bar Association
d. One representative for Criminal Attorneys
e. One representative from the St. Petersburg Bar Association
3. The members of the Board shall select a Chairman and such other officers as the Board deems necessary. The Board shall meet at least quarterly and shall carry out such duties as determined herein, or further designated by the Chief Judge.
4. Each board of trustee member shall perform his or her duties in accordance with
state and local laws and applicable administrative orders of the Chief Judge.
Administrative Orders PI-CIR-98-76 and PI-CIR-99-08 are hereby rescinded.
DONE AND ORDERED in Chambers at St. Petersburg, Pinellas County, Florida this 17th day of May, 2000.
